The EAC Certificate is a proof of compliance with the EAC for export to the EAEU States. EAC Certification confirms to the manufacturer that the certified products comply with the requirements of the codes of Technical Regulations (TR/EAEU) of the Eurasian Economic Union. The EAC Certificate is entered into the unified register of certification products accredited in the States of the Eurasian Economic Union.
The Eurasian Economic Union is a trade and economic union between Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia. Common customs rules, trade and Technical Rules apply on the territory of the member States of the Eurasian Economic Union.
Products that have passed the EAC Certification can be exported and sold throughout the customs territory of all member states of the Eurasian Economic Union. As a rule, no additional national permits and admission documents, such as GOST Certificates, are required.
EAC Certification is carried out in accordance with the rules of the Eurasian Economic Union for various product groups. EAC Certification is regulated by the EAC Standardization system of the EAEU member States and can only be carried out by accredited companies based in the EAEU member States.
EAC Certification is required for all product groups listed in the unified list that are necessarily subject to EAC Certification and/or EAC Declaration of products and services. Products subject to EAC Declaration are registered in the EAEU States in accordance with the decision of the EAEU Commission N620. For groups of products not included in this list, when exporting to Russia and the EAEU States, national certification and declaration rules may be applied.
The aim of the Eurasian Economic Union is to strengthen competitiveness and economic cooperation between individual member States of the Eurasian Economic Union.

Certificates of conformity of the EAC of the EAEU States have the same legal force in all States of the Eurasian Economic Union (EAEU). Issued EAC Certificates and EAC Declarations are entered into the unified online register of the Eurasian Economic Union.

The EAC Declaration is a confirmation of conformity that permits declared and certified products for export to Russia and the Eurasian Economic Union in accordance with the safety requirements of the Technical Regulations (TR of the EAEU) of the EAEU member States.
The EAC Declaration is entered into the Unified Register of the EAEU member States by a certification organization based in the EAEU States. Registration in the unified register of the EAEU States is a mandatory measure when placing products and goods on the EAEU Market.
EAC Certification is carried out on the basis of analysis of technical documents and documentation, Test Reports within the company, test reports of accredited testing laboratories, as well as on the basis of production audit.
Individual stages of the certification process:
The EAC Certificate and/or EAC Declaration is executed according to various certification schemes or declaration schemes. The choice of certification scheme or declaration scheme depends on the characteristics of the product and the application of Technical Regulations. The Technical Regulations of the EAEU States include certification schemes and declaration schemes describing the possible process of obtaining admission documents.
As a rule, the EAC Declaration is executed by the manufacturer, importer or Authorized Person under the contract and is entered into the Unified Register of the EAEU Accreditation Body. Various declaration schemes are used to formalize the EAC Declaration.
The EAC Declarations are drawn up in accordance with the safety requirements of the Technical Regulations of the Eurasian Economic Union and on the basis of test reports and product samples.
Certificates are issued for more dangerous and responsible products. The responsibility for the products lies more on the certification body that issued the certificate. The list of products subject to mandatory certification is clearly defined by the technical regulations.
The declaration is accepted by the applicant (a person authorized by the manufacturer) on the basis of their own evidence obtained with the participation of the manufacturer or a third party – the testing laboratory. The procedure is declarative (notification) in nature. The responsibility for the declaration lies with the applicant (a person authorized by the manufacturer).
